How many times have you set a goal that you haven't achieved?
Honestly, I can't even remember how many times I've done that, and it can be very frustrating facing up to that truth.
I've received some coaching around this as well as Holy Spirit revelation into the differences between creating vision and setting goals. It's fascinating what God has to say about it, and all the help that Heaven has for us to succeed in this area.
